Confused passengers harassed due to faulty implementation

The Indian Railways had introduced an extra middle berth in the side seats of sleeper and A/C coaches thus increasing the capacities of such bogies by 9, from 72 to 81, however, neither has the scheme been uniformly implemented nor has it been spared of public flak and outcry, as senior citizens have been finding to deal with it with great discomfort and trouble.

Following that, the ministry had taken a decision to withdraw it phase wise as well. But, however as the rollback is being carried out in phases, there has been an irregular distribution of trains plying on the same route as regards to berths either having the said middle seat or not having it.

As a result of which, the internet booking system of IRCTC has not been reflected with this irregular distribution. Hence those who book their tickets online get the seat number allocated as per 72 seats / bogie. But, the actual distribution takes place as 81 seats / bogie in those coaches where the middle seats still exist. Thus, the actual seat numbers of passengers change accordingly and this mismatch in the allocated and actual seat numbers causes a lot of confusion amongst travelling informed / uninformed passengers.

Moreover, senior citizens, small children, female passengers generally prefer side berths or lower berths and book their tickets accordingly. However, when they board the train, in view of this changed seat allocation, their preferential choice of allocation may no longer be respected adding further to the already existing woes of the confused informed / uninformed passengers.

Sometimes, the TTE does not come to check tickets in time and chaos between confused informed / uninformed passengers continues. If it is a night train then passengers will not be able to sleep properly till the time their allocations are not finalized by someone authorized to do so i.e. the TTE.

As I recall my own horrifying experience while travelling from Bangalore to Kolkata in the Yeshwanthpur – Howrah Express, Train no. 2864 on the 17th April 2009. I had boarded the train from Krishnarajapuram station at around 20: 30 hours. And I was allocated a seat from internet booking. However, upon boarding I found the existing problem of mismatch. As I was in a hurry to board the train, I missed the reservation chart pasted on the bogie door, which is quite normal for any person to do so. Later, as I was not sure of my new seat, was waiting for the TTE to arrive. However, there was inordinate delay in the TTE arriving. Feeling tired and wanting to sleep badly I myself went out in search of the TTE for the good sake of me and other fellow passengers. I found the TTE in some 4 or 5 bogies away and finally got my final allotment at 11 PM.

However, the chaos in my bogie continued with other passengers not being sure of their final allocated seats and amidst the ruckus, a lot of passengers including me suffered from bad sleep, tiredness and headache the following morning.

As you can see the passengers are facing great difficulties. In wake of the above situation I, as an ordinary citizen of this democracy call upon the Indian Railways, with the following prayer.

Prayer:

1.           Immediate implementation of the rollback of seats, or

2.           Immediate steps to be taken to minimize the suffering caused due to such mismatch in allocated and actual seat distribution.

I do hope and believe that my above complaints will be taken in the right spirits by your good office and steps are taken to redress the same.
